Similar to many local government organizations, Skagit County links database records to parcel boundary’s to create spatial data. This empowers County employees to access land records geographically through the County’s GIS. Currently Skagit County uses unique parcels IDs as the spatial link for land records. However, we are noticing that many issues and errors can occur over time from this type of approach that ultimately leads to unreliable data. To correct the problem, Skagit County has decided to use unique building outline IDs rather than parcel boundary IDs. This presentation will demonstrate the benefits of linking land records to building outlines and how building delineation can be a cost effective solution for improving the data integrity of many local government data sets.
